For the first time, national cryptographic sovereignty can be measured alongside preparedness for post-quantum cryptography. Applying this new capability model reveals just twenty countries currently meet criteria for establishing genuinely quantum-safe capacity, fifteen as ‘full-stack makers’ and five focused on research. This assessment moves beyond simply identifying who is ready to adopt new algorithms, towards quantifying long term digital independence.
