Insider Brief

  • Vietnamese quantum expert Nguyen Luong Quang recommends closer EU partnerships to develop Vietnam’s quantum workforce, research infrastructure and industrial capabilities.
  • His proposal identifies joint training, remote access to European quantum computers and participation in software, optical component and specialized chip supply chains.
  • The recommendations build on broader EU–Vietnam cooperation but do not constitute an approved quantum agreement or funding commitment.

Vietnam should make European partnerships a central part of its quantum technology development, using joint research, specialist training and access to computing infrastructure to build domestic capabilities, a Vietnamese expert has proposed.

Nguyen Luong Quang, a member of the Vietnam Quantum Technology Network , or VNQuantum , outlined the approach in an interview with the Vietnam News Agency’s Brussels correspondent, according to VietnamNet Global . His recommendations would connect Vietnam’s emerging quantum sector more closely with European research institutions and technology businesses.

The proposal comes as Hanoi and Brussels deepen their political and scientific relationship. The two sides upgraded relations to a Comprehensive Strategic Partnership in January, creating a broader framework for cooperation.

In May, the European Commission and Vietnam’s Ministry of Science and Technology signed a letter of intent to strengthen research and innovation ties . The agreement aims to expand researcher exchanges, knowledge sharing and connections among universities, startups, industry and public institutions, according to the commission.

Those arrangements provide a potential foundation, or framework for the deeper quantum cooperation that Quang advocates.

Quang recommended closer ties with France, Germany, the Netherlands, Finland and Spain, including postgraduate training and pilot applications in banking, energy and cybersecurity. Connecting domestic laboratories with remotely accessible European quantum computers could reduce Vietnam’s initial infrastructure costs.

He also identified quantum software, precision optical components and specialized integrated circuits as possible routes into international supply chains, giving Vietnamese companies opportunities to develop expertise before attempting more demanding hardware projects.

Europe is pursuing its own effort to turn research strengths into industrial capabilities. The European Commission adopted its Quantum Europe Strategy in July 2025 , aiming to establish global leadership by 2030. Its agenda includes computing, communications and sensing, alongside skills, industrial development and international partnerships.

The strategy calls for bilateral and multilateral cooperation initiatives and a European framework for international quantum collaboration. That creates a policy opening for potential partners, although it does not itself guarantee Vietnamese access to European infrastructure or research funding.

Quang proposed prioritizing training and software through 2030, followed by optical components, small quantum modules and a national quantum simulation center through 2035. Deeper hardware participation would depend on the capabilities developed along the way.

He also urged a national quantum strategy through 2045. The roadmap remains an expert recommendation, with implementation dependent on government decisions, financing and negotiated partnerships.
