Yahoo lost three billion accounts in 2013. Aadhaar had its own reckoning in 2018. Alibaba followed a year later . None of those breaches had anything to do with quantum computers, but they’re a reminder of how quickly secure data can stop being secure, and how much damage follows when it does.
Quantum cybersecurity is a newer version of that same worry. It’s the field concerned with how quantum computing changes the security of digital systems, and it covers two connected things. The threat that quantum computers pose to the encryption protecting nearly everything online, and the defenses being developed to keep that protection intact as the technology advances. No quantum computer today can actually break that encryption. Security teams are planning for it anyway, and for good reason.
This article covers what the threat actually is, what defenses already exist, and how organizations are supposed to prepare.
How Does Quantum Computing Threaten Cybersecurity?
The threat comes down to a handful of specific algorithms.
Most secure communication online runs on public-key cryptography, which relies on math problems that are easy to do one way and brutally hard to reverse. RSA and elliptic curve cryptography lean on the difficulty of factoring huge numbers or solving discrete logarithms. Classical computers simply can’t crack these fast enough to matter.
Quantum computers might change that. In 1994, physicist Peter Shor showed that a quantum algorithm could factor large numbers and solve discrete logarithms dramatically faster than any classical method. A quantum computer powerful enough to run Shor’s algorithm at scale could break RSA and elliptic curve cryptography outright.
That matters more than it might sound. Public-key cryptography secures web traffic, VPNs, encrypted email, the digital signatures that verify software is legitimate, and the certificates that let your browser trust a website in the first place. Break it, and an attacker can intercept communications, impersonate real people or companies and generally undermine the trust the internet runs on.
Symmetric encryption, such as AES, is less vulnerable to quantum attacks. Grover’s algorithm could reduce the effective security of a symmetric key by roughly half, but doubling the key length can offset this reduction. The more significant quantum threat is to public-key cryptography, including RSA and elliptic curve systems.
What Is the Harvest-Now-Decrypt-Later Threat?
The Harvest-now-decrypt-later that makes quantum cybersecurity urgent today instead of someday.
This attack involves an adversary intercepting encrypted data right now and simply storing it, waiting for quantum computers to become capable of breaking that encryption. Once that capability exists, they decrypt everything they’ve been sitting on. Data that looks perfectly secure today could be exposed years down the line.
This threat is worst for information that needs to stay confidential for a long time. Government secrets, medical records, financial strategy, intellectual property, personal data. All of that can stay sensitive for a decade or more, which means it can be intercepted now and cashed in later.
The economics only make this easier. Storing huge volumes of encrypted data is cheap these days, which means well-resourced actors, especially nation-states, can afford to collect and hold onto intercepted traffic indefinitely. As long as the information inside stays sensitive, the stolen data keeps its value.
This is exactly why organizations holding long-lived sensitive data can’t just wait around for quantum computers to show up before doing anything. By the time capable quantum machines exist, anything collected today is already exposed. The only real defense is migrating to quantum-resistant encryption before that threat becomes real.
What Defenses Exist Against Quantum Threats?
Two main approaches exist here: post-quantum cryptography and quantum key distribution.
Post-quantum cryptography (PQC) is a set of algorithms built to run on ordinary classical computers while resisting attacks from both classical and quantum machines. They lean on math problems believed to be hard even for quantum computers, things involving lattices, hash functions, and error-correcting codes. Because PQC runs on hardware that already exists and slots into current systems, it’s the most realistic path for many organizations.
NIST finalized the first post-quantum standards in 2024 after years of evaluation. These give organizations working, standardized tools for encryption and digital signatures that hold up against quantum attacks. Tech companies have already started building them in, and government agencies have started requiring them. For a broader look at who’s building in this space, TQI’s guide to 25 companies in quantum cryptography and communications covers the landscape.
Quantum key distribution (QKD) takes a completely different route. It uses the laws of physics to detect eavesdropping. Because measuring a quantum system inevitably disturbs it, any attempt to intercept a QKD key exchange leaves a trace. It’s a strong guarantee, but QKD requires specialized hardware and dedicated channels, which limits its use to situations where the added cost and infrastructure are justified. PQC is more practical for broad deployment, while QKD can provide additional protection in high-security environments.
Most organizations will lean primarily on PQC since it scales and works with what they already have. Plenty of organizations are running a layered approach in the meantime, mixing classical and post-quantum algorithms while the full migration plays out. TQI’s coverage of quantum networking covers where QKD is actually being deployed right now.
How Can Organizations Prepare?
Preparation comes down to understanding where cryptography lives, figuring out what’s actually at risk, and planning the move to quantum-resistant defenses.
Inventory Your Cryptography
Most organizations genuinely don’t know where all their cryptography is running. Building that inventory shows the real size of the migration ahead and flags which systems depend on vulnerable public-key algorithms. TQI’s coverage of cryptographic inventory challenges covers why this step trips up so many organizations.
Assess the Actual Risk
Not everything is equally exposed. Data that needs to stay confidential for years is far more vulnerable to harvest-now-decrypt-later than data that loses relevance quickly. Understanding how sensitive and how long-lived your data is helps decide what gets migrated first.
Plan the Migration
This is a multi-year project for any large organization. A real plan spells out which systems move to post-quantum algorithms, in what order, and how compatibility is maintained during the transition. Crypto-agility , or the ability to change cryptographic algorithms without rebuilding systems from scratch, can make future migrations easier when new standards or security requirements emerge.
Run Pilots First
Testing post-quantum algorithms on non-critical systems builds internal expertise and surfaces integration headaches before they hit anything important.
Update Procurement
New systems and software should be checked for quantum readiness before they’re purchased. Requiring PQC support and crypto-agility upfront avoids buying something that just needs migrating again in a few years.
The reason to start now is simple math. Cryptographic transitions across large systems have historically taken a decade and harvest-now-decrypt-later means sensitive data is exposed today, not in some hypothetical future. Starting early means a calmer migration and better protection for data that needs to stay private for a long time. TQI’s mapping of post-quantum migration timelines breaks down what governments and major tech companies have actually committed to so far.
Who is Driving Quantum Cybersecurity?
A mix of standards bodies, governments, tech companies, and specialized firms.
NIST led the charge on standardizing post-quantum algorithms, and other standards bodies are now building out guidance for quantum-safe communications more broadly.
Governments are setting the deadlines. In the US, security agencies have already mandated that national security systems move to quantum-resistant algorithms, with infrastructure agencies coordinating preparation across critical sectors. Similar pushes are happening elsewhere, which says a lot about how seriously this is being treated.
Tech companies are building quantum-resistant cryptography into their products. Operating systems, browsers, cloud platforms, and messaging apps have all started rolling out post-quantum algorithms. Specialized firms are focused on quantum-safe hardware, PQC for constrained devices, and QKD systems specifically.
Financial institutions, telecom providers, and other operators of sensitive infrastructure are in the mix too, assessing exposure and building migration plans of their own. The sheer range of players involved says something about how far this threat reaches. Basically every sector that depends on secure digital communication has skin in this game.

Frequently Asked Questions
What is quantum cybersecurity?
Quantum cybersecurity concerns how quantum computing affects the security of digital systems. It covers the threat quantum computers pose to current encryption and the defenses being developed to counter that threat, including post-quantum cryptography and quantum key distribution. It’s already a planning priority for security professionals, even though quantum computers capable of breaking encryption don’t exist yet.
How does quantum computing threaten encryption?
A quantum algorithm developed by Peter Shor could factor large numbers and compute discrete logarithms far faster than classical methods. A quantum computer running this algorithm at sufficient scale could break the public-key cryptography, like RSA and elliptic curve cryptography, that secures internet connections, digital signatures, and sensitive communications. Symmetric encryption faces a much smaller threat that longer keys can counter.
What is the harvest-now-decrypt-later threat?
It describes adversaries collecting encrypted data today and storing it until quantum computers become capable of breaking the encryption, then decrypting it later. This creates a present-day risk for data that needs to stay confidential for years, like government secrets, medical records, and intellectual property, since information intercepted now could be exposed once quantum computers mature.
What is post-quantum cryptography?
Post-quantum cryptography is a set of cryptographic algorithms designed to run on classical computers while resisting attacks from both classical and quantum computers. These algorithms rely on math problems believed to be hard even for quantum machines. NIST standardized the first post-quantum algorithms in 2024, giving organizations real tools to migrate toward quantum-resistant encryption.
When should organizations start preparing?
Now, especially for organizations handling data that needs to stay confidential for years. Cryptographic transitions across large systems have historically taken a decade or more, and the harvest-now-decrypt-later threat means sensitive data is at risk today. Starting early avoids a rushed migration and protects long-lived data before quantum computers become capable of breaking encryption.
Is quantum key distribution the same as post-quantum cryptography?
No. Post-quantum cryptography uses math-based algorithms that run on classical computers and integrate with existing infrastructure. Quantum key distribution uses the laws of physics to catch eavesdropping and needs specialized hardware and dedicated channels. Most organizations will rely mainly on post-quantum cryptography, saving QKD for high-value communications where the specialized setup is worth it.
